Culture is often treated as an optional addition to public life. In practice, it is infrastructure. Museums, archives, libraries, theatres and heritage sites preserve knowledge, create employment and connect communities across generations.
Cultural policy also shapes education, tourism, urban development and international relations. Its value cannot be measured only by ticket sales or ceremonial visibility.
